Action I

Identification of the conditions for a dialogue on the concerted local governance of groundwater:

Goals The objective of this action is to identify one or more sites in Tunisia where it would be relevant to support a dialogue between local actors on the concerted local governance of groundwater. This action is based on the observation that current groundwater management policies do not make it possible to deal with the degradation and overexploitation of groundwater. It is therefore appropriate to revisit them taking into account the opinion of the actors concerned as well as the past, current and future trajectories of groundwater governance in these territories (a participatory retro-prospective approach to governance will be implemented on the sites identified through this action). But not all territories meet the conditions necessary for the optimal development of a dialogue between the actors. The objective of this action is therefore to identify what these conditions are (agronomic, hydrological, social, etc.).
Methodology Review of existing hydrogeological maps of Tunisia and associated databases, in collaboration with LMI colleagues > list of aquifers. Bibliographic review to identify the conditions for a dialogue on groundwater governance (literature on participation & governance) > 1st list of conditions. Compilation of a database of cases having set up such a dialogue and identification of the conditions that favored the dialogue (based on the scientific and gray literature available on each of the cases) > modification of the list of conditions. Interviews with experts on the subject (researchers and practitioners) in order to complete the first list of conditions and to make an initial selection among the possible sites. Discussions with the team to identify 3 sites from the list above. Field visits to each of the sites to verify the relevance of the conditions identified and to conduct interviews with actors in the area
Principle results Actions in progress since February 2022. Two expected results: Identification of sites conducive to dialogue on governance. Drafting of a working paper on the methodology used and the results (list of conditions)

Action 2

Assessment of global changes on the agro-hydrological response of the Lebna Cap-Bon watershed:

Goals Spatial, multi-criteria simulation and analysis of the effects of anthropogenic changes on water and sediment flows and stocks, biomass production and water productivity at the catchment scale. Future projection of water and sediment flows and stocks, biomass production and water productivity: Cross-analysis of climate change × land cover on different spatio-temporal scales.
Methodology This action is part of Aya Abdelghaffar’s thesis. LMI support is targeted on the need for field data collection in 2022 to analyze past simulations and to develop a database of promising practices for the adaptations to climate change. Thus, monitoring of the biomass and soil moisture of the main crops and new crop associations is programmed. Also, additional soil analyzes are necessary.
Principle results Actions in progress since February 2022. The expected results are measurements of biomass and soil moisture of the main crops and new crop associations.
